This record contains: a)analysis by county of persons owing between $25 and $500 in taxes, as per the second auditor's circular of November 10 and 11, 1885; b) lists of: (1) Virginia newspapers; (2) Congressmen elected for 1888; (3) county chairmen, Virginia Democratic Party, 1885; (4) foreign newspapers and persons; (5) district judges; (6) county Democratic Party leaders; (7) county judges; (8) commonwealth's attorneys; (9) judges, commonwealth's attorneys, and county treasurers; (10) Democratic Party officers, etc., in Accomack and Albemarle counties; (11) number of pensioned soldiers in each county; (12) appropriations to each county for free schools, criminal charges, and disabled soldiers, as well as taxes collected in 1887; (13) total number and value of consol and 10-40 bonds issued and condition of this register as of February 1, 1890; (14) reapportionment of Virginia, 1891 (House of Delegates and Senate), showing population of each county; (15) statement of account between the U.S. and Virginia and correspondence relating to it; (16) state stock held by Peabody Institute of Baltimore, January 5, 1892; (17) newspaper clippings concerning members of Congress, etc., 1889, and Virginia election of 1887; (18) newspaper clipping concerning county and city Democratic Committee chairmen.

An act of the General Assembly approved March 23, 1839, provided for additional capital for the James River and Kanawha Company.
